In the long term, creating permanent pedestrian malls in neighborhoods near downtown such as the Strip, uptown, etc. will enhance the urban living experience of those areas, attracting more residents who can access downtown and other parts of the city without car. The only qay to truly reduce congestion is to increase the livability of areas that don't create congestion.
