CLEVR shared personal electric mobility as an integrated part of public transit

CLEVR Mobility works directly with cities to deploy free-floating kickscooters and e-bikes as an integrated extension of public transit systems. CLEVR functions as a full turnkey operator and provides the city with a share in the revenue while the city retains real-time regulatory control over vehicles that are branded as part of their transit system. Cities are concerned about the costs of managing and enforcing the emerging dockless programs. Our platform removes undue burden from the cities and citizens and shifts from reactive enforcement to intelligent compliance and management.

CLEVR is  built for operationally efficient fleet deployment, real-time control and management, and is composed of the following elements:

- Fleet Grade LEVs - an e-bike and an electric kickscooter that are designed and built for fleet use. The kickscooter is a 3-wheel vehicle that offers greater stability and is more universally approachable for all skill levels and age groups.

- CLEVR Nav enhanced GPS - Precise real time GPS tracking and control of vehicles within 3' accuracy and ability to geofence designated areas & control vehicle speed over-the-air. This effectively means we can control what a vehicle does on sidewalks (disable, limit top speed) vs what it does on street or bike lane. We can also control and enforce exact parking locations thanks to our accurate GPS that functions even in typically GPS compromised areas (urban canyons).

- CLEVR Power (Battery as a Service) - Smart modular battery designed to seamlessly operate both CLEVR vehicles. Allows for greater operational efficiency in keeping the fleeting charged at all times.

- CLEVR App & Command Center - White label app for users to interact with the fleet vehicles and a cloud connected command center that enables fleet operators to manage their batteries & vehicles in real time.

CLEVR represents the smart evolution of dockless shared micro-mobility operations like Bird & Lime. We created CLEVR out of a passion for trying to solve the urban transportation challenges that are the product of global population growth and urban densification. The rise of Mobility as a Service (MaaS) as a flexible alternative to traditional modes of transport has truly opened the door to innovative first/last mile solutions. We believe that intelligent use of technology can avoid unnecessary friction between operators intent on rapidly disrupting personal transportation and the cities that need to balance change with the inherent liabilities and burdens that often come with those changes. In fact, rather than trying to manage the haphazard deployment of dockless last mile e-mobility, we believe cities should be investing in this form of transit themselves - it is a much lower cost investment than larger projects like rail, and offer the potential for revenue while addressing critical transportation and congestion issues. This approach enables cities to offer the service to commuters as part of the transit eco-system while also ensuring equitable deployment and access to all neighborhoods and socio-economic groups. Electrified bikes and scooters also provides a clear enjoyment to the users and an ability to navigate hills without too much effort or sweat!

Another benefit of deploying CLEVR's shared mobility platform in neighborhoods is the opportunity to create direct employment related to the project - charging, rebalancing, maintenance, data engineers and more. Furthermore, having access to very affordable transportation will also make it easier to access employment opportunities while also enabling people to participate in the 'gig economy' - for example, a certain number of e-bikes can be outfitted with a delivery box on the back, making it possible for someone to use it to sign up and deliver for services like Postmates, UberEats and DoorDash; something that would have not been possible without access to a personal vehicle. Rent an e-bike for $8/hour and make $30 - $40/hour.

The user base for CLEVR's mobility platform is very broad. The kickscooter is a 3-wheeled design which offers inherent stability and is easy to ride for all ages and skill levels. Similarly, the pedal assist e-bike offers an alternative that is active yet provides assistance for terrain and varying climates. In the same way that other means of public transit are meant to be as universal as possible, CLEVR's vehicles are a first/last mile extension that will help users get to transit hubs more conveniently. Commuters, students, gig workers, tourists and recreational users will all benefit and the city will benefit from a reduction in car use, congestion and pollution.

Describe how you would pilot your idea (1000 characters)

The initial deployment would consist of approx 500-1000 CLEVR scooters/bikes branded with Port Authority transit & operated by CLEVR Mobility. The $100K would be put toward hiring a local workforce to manage the pilot, non-recurring costs to integrate the platform into ConnectCard systems (if possible), and community outreach to build awareness for the program. Part of the pilot would fit nicely within the Pittsburgh Downtown Partnership's evolving downtown plan. We would also include some of the neighborhoods that have been known 'transit deserts' to help people in those communities gain easier access to bus & rail: North Hills, Penn Hills & East End. Beyond the initial deployment, CLEVR would continue & expand the program based on need & demand. Revenue would be generated by usage of the fleet devices, and CLEVR would pay Pittsburgh a monthly fee per device to continue the service. The typical revenue generated by this type of shared mobility is approx $20-$30/day per device.

Describe how you would measure the success of your pilot (1000 characters)

Success of the pilot would quite simply be measured by sustainable usage of deployed vehicles (ex, 5-7 rides per day) and responsible operation and control of the fleet in partnership with Pittsburgh. Certain key revenue benchmarks can also be used to measure success. Secondary measurements would also include demonstrating that ridership of existing transit options was positively impacted by deployment of CLEVR vehicles.

Thanks for submitting this idea! I recently experienced free-floating kickscooters for the first time on a trip to the West Coast (we don't have them in PGH yet!) and thought that they would be a great way to cut down the commute time between areas that are too short to justify driving/parking or aren't near a bus/T line but are a little too far to walk. One thing I noticed is that they aren't in specific spots though - you use the app to find the closest one. Does your idea incorporate stations similar to Healthy Ride bikes or will they just be wherever people drop them off? And in either scenario, how do you then get them back to the high demand areas?

Hi Diana, thanks for reaching out. To answer you question, though free-floating by design eliminates the need for docking stations and allows for greater flexibility, our devices also include built-in cable locks that can be used as a lock-to requirement if a city wants - ie, a user would have to lock the vehicles to existing approved infrastructure (existing bike rack, light pole, etc) to terminate the ride. This is kind of a happy medium when true free-floating is not possible. It is important to note that, thanks to our very precise GPS, CLEVR can manage and enforce exact parking locations 'virtually'.
As far as ensuring proper distribution, that would be part of CLEVR's operational responsibilities along with maintenance and keeping the fleet charged - based on demand and user patterns, our locally hired workforce would rebalance the vehicles at different times of the day to appropriate locations!
