Implement smart parking and congestion pricing, and use funds to provide free transit with improved biking and walking infrastructure

As many parts of the city develop more, we must invest in more transit and better biking/walking infrastructure, or too many people will end up driving, causing congestion, pollution, and safety issues. However, 50 years ago, Pittsburgh had over twice today's population. We should encourage more people to take the bus or T, and to walk or bike--and discourage people from driving--by making alternatives to driving easier and more appealing: FREE transit with higher frequency and later service; improved bus reliability with transit signal priority and bus lanes; better bus stops; a connected bike network and more bike share; and streets with sidewalks that are wide and enjoyable to walk along. To fund these, we should implement a congestion charge zone and price parking around the city using smart/dynamic pricing that adjusts according to supply and demand. Pricing should extend to on-street residential parking as well, expanding and enhancing the residential parking permit program. Loading/delivery zones can be installed to make it easy to drop people or goods off at home. Shared parking zones will allow available parking to be used more efficiently. Additional neighborhood garages could even be built where necessary. Transit, biking, walking, and new options like bike share and electric scooters will make it easy, affordable, and enjoyable to get around Pittsburgh without a car.

Another inspiring idea here. I like this and I'm wondering how parking garage pricing is set now...I'd expect it to be based on some estimate of demand but perhaps this isn't the case. What have you observed?

Pittsburgh has a high parking tax rate - 37.5%. The Pittsburgh Urban Redevelopment Authority (URA) has looked at diverting the city's parking tax for affordable living opportunities for developers.
