Improve bus reliability

Use signals and technology to make buses more predictable and reliable

Often the bus arrival time is not quite accurate. Frequently when riding the 87 or P1, a bus that was estimated to arrive in 2 minutes will take 8, perhaps disappear from my Transit app for a few minutes and reappear, presumably because it's getting stuck in traffic. Adding bus priority signals would help make buses faster by getting stuck in less. Proof-of-payment fare inspection would also make boarding faster, reducing delays and bunching. These reliability issues can be especially problematic if you need to transfer, as it makes it more likely you could miss your connecting bus if your bus gets delayed. (more frequent buses would help with this too)
