How can a main city in the USA not have adequate public transportation?

Most of Miami's traffic congestion woes would be solved with an efficient and affordable public transportation.

1-Extend Metrorail from Homeastead to North Miami. Metrorail to Miami Beach too.
2- Have hourly shuttles to all main colleges and Universities like UM, FIU, Miami Dade.
Just those two things would greatly help ease congestion.
I see contruction of new buildings everywhere, more and more people are coming to live here. Traffic is terrible. Highways seem always under some type of renovation, making traffic worse. How can a cosmopolitant, vibrant city like Miami not offer its residents adequate public transportation?
3- Also, work on making the city friendlier to cyclists and pedestrians by building a biking lane alongside metrorail. Build more bridges to cross over streets.
