Simply put in higest congested traffic areas build stacked highways to separate traffic flow keep semi trucks on lower half zipper merge. Building stacked highways will separate traffic eases congestion and doesnt have to be over the entire highway area just where backup is most likely to happen. Especially before exits having cars only on top half reduces traffic congestion. Keep existing exits for trucks on bottom half and could even have one exit on top one way and other exit on bottom for other direction. By my calculation cuts congestion in half. Send me my 100k now
