Develop multimodal campaign that equips families in underappreciated communities with knowledge of how to maximize public transit

The idea is simple/straight forward-educate families living in underappreciated areas (low income white/black/latinx) with high populations of single parents, senior citizens, veterans, and people living with disabilities on how to leverage exisiting public transportation systems as a way to increase mobility and access to recreation, child care, grocery shopping, medical appointments, and work.  Using census and traffic pattern data along with resident narrative, the project will develop a grassroots campaign (using multiple mediums) to increase understanding of routes, locations, timeliness of public transit.  Recognizing the economics of public transportation, the campaign will also focus  on neighborhood resources that provide bus passes and other forms of low cost/free transportation assistance.  Central to the approach will be the identification of residents that are currently providing alternative transportation to neighbors and the role that they can play in assisting residents with understanding the options that are available.

Describe who will use your solution (1,000 characters)

The hypothesis is that senior citizens, parents with small children, and people with disabilities will receive the greatest benefit from the awareness campaign as they are currently using the non traditional transit option (bootleg cab, neighbors etc). With the assistance of the bootleg drivers-people with whom the populations have relationships, the identified populations will expand knowledge of how to manage public transit at a lower cost while expanding access to recreational and cultural opportunities across the city. Thereby creating freedom as opposed to travel due to necessity.

The Learning Tree will administer the pilot. The Learning Tree is currently working on the development of the campaign with residents representing the Far East, Near East, Northwest, and Southwest side of Indianapolis and CICF ambassadors

Describe how you would pilot your idea (1000 characters)

During the pilot phase, the Learning Tree will hire residents to convene community groups to discuss how and where awareness materials should be located and distributed. The Learning Tree will further hire current non traditional transit providers to assist with distribution of print materials. Those hired will connect with community anchors (schools, recreational facilities, child care providers etc) to identify frequently used communication systems and incorporate those systems into the educational campaign. Those hired for the pilot will be paid using Challenge Funds. Wildstyle (CICF ambassador) will collect data on knowledge acquisition, transit use (including ease of use) and other data points to determine impact on knowledge and behavior.

Describe how you would measure the success of your pilot (1000 characters)

We will measure the success through community feedback dinners, brief surveys, and narratives from those hired to implement the project. This information will be shared across the community including the anchor organizations that partner with the pilot. The information will also be shared with the City of Indianapolis department of public transit.

Sustainability Plan (500 characters)

As this is an awareness campaign designed to increase knowledge and change behavior, the materials developed withl be evergreened as much as possible. Additionally, the use of resident narrative and anchor communities will create a word of mouth network that will extend beyond the life of the funds

This is an amazing idea, I believe one of the limiting factors stopping people from taking public transit is a lack of education on the system! So this is needed. In terms of sustainability, what is your timeline for the overall r engagement? and how do you plan to keep this program running beyond the $75,000 you requested?

The plan is to organize the residents and develop evergreen materials (where we can). The sustainability of the effort will rely on neighborhood ownership-leveraging of in kind donations of space and time for social networking and community convening standpoint. It is hard to determine sustainability at this juncture as a mid level evaluation of impact will be needed to determine success/failures/blind spots.
