Many companies now days give employees $100 (or more) for buying a bike.  The city could offer residents $100 tax credit (one per taxpayer) after they submit the receipt for their bike.

Anyone who could use or would like a bike but can't afford it.

No team, just thinking of a way I can get the city to give back some of the taxpayers hard-earned dollars that would also possibly maybe a little bit cause more people to ride bikes.
